A Comparative Study on Structural Changes in the Delivery Industry and Delivery Drivers¡¯ Experience with the Workers Accident Safety Net - Focusing on the Restaurant-agency-integrated Platform in Seoul -

Abstract
This study collected the experiences of delivery drivers on the occurrence of industrial accidents and the industrial accident safety net through FGI, and compared how each reflects the characteristics of the industry structure from a phenomenological perspective. According to the results, first, increased income volatility, differences in work control methods, real-time online monitoring, and changes in delivery methods affect the unsafe behavior of agency and integrated platform delivery drivers more than restaurants, increasing the likelihood of accidents. Second, de-laborization, work control methods, and conglomeration were found to have differential effects on the experience of the safety net. Structural changes did not have a uniform impact, but rather a mixed relationship between each attribute and the scope of the safety net. Third, apart from the changes in the industrial structure, the survey also revealed the conscious structure of delivery drivers¡¯ attitudes toward the safety net, who were less willing to voluntarily complete safety training, had a strong tendency to have negative perceptions, and had a pre-modern perception. Considering the results of these three studies, this research proposes a multifaceted occupational safety net suitable for platform labor relations as a practical implication, divided into preventive and reactive aspects. In terms of theoretical implications, it is meaningful to bring down the large-scale discussion of the rise of platform labor relations and changes in social safety nets to a micro level, and to explore the idea of an industrial accident safety net.
